One attempted solution enacted three years ago, the Mixed-Income Neighborhoods Overlay District, continues to face pushback from multifamily developers and at least one affordable housing advocate, who say it is negatively affecting the area's residential supply and affordability. 
The overlay, covering much of West Philly, requires 20% of new developments with 10 units or more to be affordable for tenants making up to 40% of the area median income.]]></content:encoded>

An affiliate of Abrams Realty & Development filed a complaint against the West Whiteland Board of Supervisors on Wednesday after the body last month rejected its master plan application for the Exton Square Mall. It seeks to overturn the board’s decision and alleges that township officials aren't following the municipal code.
The developer is also pursuing a municipal-level challenge with the town’s independent zoning board that could allow the project to advance if the legal action fails.]]></content:encoded>

The West Whiteland Township Board of Supervisors rejected Abrams Realty & Development’s master plan proposal for a redevelopment of the ailing Exton Square Mall during its Wednesday night meeting.
Developer Peter Abrams told Bisnow he plans to respond with a lawsuit.
“For political reasons, it looks like these guys didn’t want to approve us,” he said. “My partners and I view this as a bump in the road because our court case is so strong.”]]></content:encoded>
